Why?? Because it is un-regulated on the receiving end, only fcc regulated on the transmit end, that's why
what I am saying is Do you need a licenses to receive AM, FM, VHF, UHF, SW, SSB, CB,  Digital NO you Don't
but to transmit you have to be licensed, except for low wattage cb, sw and some marine mobile.
every pilot has to apply and get a VHF License in order to operate a radio from a aircraft. whenever you buy a Motorola 2-way communications system for your fleet
you are also buying a transmit licenses that has the carrier freq. registered to your company, Nextel PPT, Sprint PPT Boost Mobile you are buying that FCC Licenses
read the terms & agreement that you have to agree to for service, why else do you think that the cops can add another charge to you for using your Nextel, Sprint phones during a commission of a crime, a Felony.. use of a 2-way communications device during a commission of a crime, lt's all in the terms of agreement that NO ONE ever reads in it's entirety, 4 or 5 page's

and that is why the goverment won't step in.
