So they dont want to spend a few dollars on a mod? Just need a carrier. My system is 100% digital but we still have a mod for channel 2, then at 14 for the CLI, then 61 for the agc pilot and then 116 to get us to 750 mhz. No video on it unless I want color bars to do c/n testing or proofs.  
It is just silly to try to eyeball the balancing of a 860 mhz system like that. Why would you spend that much money on a system and then cheapo your way through the set up of the equipment? Bout like trying to eyeball the gap on a spark plug that you just dropped. Lol.
So many variables that can happen to system plant, passive, and active equipment that can cause different freq response issues that you really need a known carrier besides just the sweep points to go with. When sweeping the plant you need the reference of your hi carrier to compare to your sweep points to properly diagnose the discrepancy. Just the time it takes to do the math at every location for the eq and padding would pay for the mod in a very short amount of time. 
Joe brings up a very good point. What does the sweep transmitter reference to? Tell your plant manager to get on here and discuss it with us.
