So shouldn't the government go after the employers of the illegals. Make it not worth their while to employ people not in the country legally. If they will not employ them they will not come over the boarder.
Second the country has to formally adopt English as its official language. The United States is the only country without a official language. The whole bilingual thing is no big deal, I have lived all over the world and many countries use bilingual signs, and other things without any problem. The only difference is that any legal or government document is written in the countries official language. So you either learn it or get a interpreter.
