From an administrators point of view I can see it. Your "customers" are trained in the use of firearms, have at least a basic hand to hand combat training and because it is a government run entity there is a certain amount of frustration with the inefficiency of the process since the Bush administration cut veteran benefits right after the start of the Iraq invasion. I wouldn't want a pissed off customer that is packing in my place of business either.
