You can add this carrier if you want, but if your sweep of the node is already showing a bad response you need to fix that problem first. Are these old Fiber transmitter at the head end, if they do not make it to 860 MHz, this is where you problem start.
Can you check the RF input of your Fiber TX at the head end or it could be the RF amplifier that feed this Fiber TX.
Problem with this, if you do not meet the RF response at the input of the Fiber TX, you will not meet the response any where else in the system.
For your TILT channel, I've never like 55.25 MHz (ch:2) I would rather use 61.25 MHz (ch:3), the reason I am always afraid of bad response on ch;2 due to the di-directional filter.
