Unfortunately, I can almost gurantee you will NOT see a change in Comcast's philosophy. At least not until you see a change in technician's philosophy. Techs are shooting themselves in the foot. But until they realize what they are doing to themselves, Comcast and others will gladly continue providing the bullets techs use to shoot themselves.
