A flap as I've known it to be used on Modem Diag tools is the sum of instances failed and power adjusts. Instance failed is when the UBR or CMTS does not "hear" the tx from the modem in the customers house. A power adjust is when the modem increases or decreases its output power so that the UBR receives its transmit signal at 0dB.

If your getting an excessive amount of flaps on all modems in 1 node, you have an intermittent failure with something in common to the whole node's return path (ie return transmitter in node or receiver in HE). Also, verify you don't have noise. That can also cause that.
