flap Counts on upstream


Can someone tell me exactly what a flap is and what it does to modem service? I cannot get a straight answer as to what they are, what causes them, and how it affects service. We have an upstream that we see all the modems flap at about the same time(within a couple of minutes of each other). There are only 64 modems on this upstream. Plant has been swept and there is no noise on the port.  Any info would be greatly appreciated.
