the difference is that driving is a privilege. You don't have to drive. Yes it would be a nuisance but you don't have to. You are also required to have insurance to take care of the other persons care in the event of an accident that is your fault. You are not required to have insurance on your car to fix it if it gets wrecked unless there is a lien holder. Health insurance is covering your body and those that can't pay for it or claim not to be able to anyway. I also call it forced when there is the fine or lack of deduction which is a fine anyway or the taking of your money without your consent. It is also forcing people to buy something from a private company. The car insurance is not a good example.
