No one says he has........he is working on getting it. Hitler did the same thing. Obama said he wants it. He wanted health care and he got it. He wants cap and trade and is working on it. You are stuck in the now and this stuff is coming. And you still don't believe it. Little steps are happening. But you won't know until you are boiled and you will probably defend it then.
