What he said back in 2008 and what is part of the health care law are two different things.
What is in the law is very similar to the Disaster Response Team that was activated when Katrina hit, and the earthquake in Haiti. These people are civilian and will be called up when a health crisis happens. They will report to the Surgeon General, Not Obama.
