He doesn't blame the CRA. He doesn't make the argument that the government forced banks to give loans to people that couldn't afford it. But his argument does shed light on why this false argument is made.

Who was in charge for the 6 years leading up to the financial crisis? Republicans
It's pretty obvious who would make the false argument that government mandated loans to poor people caused the housing crisis.
