Hard question to answer.
Do you mean in light(optic) at a NODE, it should be around 0 dBm
At the headend in the optical TX ( + 15 dBmV flat) most optical TX have a AGC to take care of the 15 dBmV
At an optical NODE out RF usually around + 46 dBmV at the highest RF channel.
For a 77 ch system. you should have a 12 dB slope then around 34 dBmV at ch: 3
