What are they exempt from????  To be exempt from something, there has to be some kind of rule.  Listen closely. THERE IS NO MANDATE,  FOR ANYONE PAYING FOR HEALTHCARE, TO USE THE EXCHANGES.  YOU, ME, OR ANYONE ELSE PAYING FOR HEALTHCARE ARE NOT REQUIRED TO USE THE EXCHANGES.  The requirement is that you carry insurance with minimum amount of coverage.  You can get that insurance from ANYWHERE you want. 


NO one is exempt, because there is nothing to be exempted from....
