That move had nothing to do with "the clean air act". Philips manufacturing had a plant in New Mexico that moved to China in early 2002. You got it, shortly after receiving a 3 billion dollar tax write off. They left a toxic mess in their wake that contaminated the groundwater and the EPA estimates that it will cost around 5 billion dollars to clean up.
The major upgrade concerning air quality to the "clean air act" occured in 1990 under Bush senior. He didn't veto the bill, so that means he signed it willingly. The "clean air act" was last updated back in 2004. I checked Retard's veto record, and he didn't veto the bill. So that means that he signed the bill willingly. I suggest you get your facts straight on this. If the Bush's were against these bills, they would have veto'd them, but instead, they signed them, meaning that they were behind the bills.
