This is probably the best explaination for it. But as you know, you can find someone who uses the same argument, against it.  Thats why we have the courts.  But the way I see it, Congress can do this.  States also have the right to opt-out of the bill.  Just like Hawaii  has opted-out in the past.  The state just has to start a state plan that achieves the desired bottom line desired, by the Federal government.

For example, a state can decide to start an employer mandate system. If the system achieves near universal overage, that state can opt out of the federal law.  The states can come up with any plan they please.
