Look into the laws for your State, you can usually add interest. What's fair? Well it all depends, what kind of headaches you have occurred because of the money being late, etc. I would charge what some credit cards or banks would charge..But make sure that when your doing this that every month you send out an invoice to show the interest and outstanding balance...
