First you must realize that we already pay $2.3T on HC, which is about $7500/ person, and over 10 years that number is expected to increase dramitically under the current system. So the HC bill is not all new spending. The Dems had to come up with funding only for the new costs the bill would have.
That funding comes largely from allowing the Bush tax cuts to expire, and the new tax on high end plans ($20K or more). There are also other fraud and waiste saving plans that will be introduced in new legislation. The new legislation could not be included under the rules of reconciliation, so it will be introduced in another bill. The only new tax/fine that will effect the general population is the fine for not purchasing insurance.
