In layman's terms, under Clinton, in 1998 there was a budget surplus of 69.3 billion, 1999, a budget surplus of 125.6 billion, 2000, a budget surplus of 236.2 billion, and in 2001 there was a budget surplus of 128.2 billion.
Now can you understand it a little bit better?
