dude, we can hit the ball back and forth all day. the two of you have enough sense to understand what I am saying if not actually knowing the truth. The cbo says the same "projected". I don't need to prove anything. I have sense enough to know there was,is and never was an amount of money to use as they please. It was projected! Stop playing childish word games. If absolutely nothing changed fiscally after the power baton was passed (which is ridiculous to suggest) funded programs ending/beginning,national emergencies,fabricated wars,entitlements etc..The cbo says "projected surplus". surplus word games, nothing more nothing less.
