THE SENATE BILL HAS BEEN PASSED WITH 60 votes.  Byrd is only saying that certain things can be changed to the bill when Reconciliation is used.  All thats needed from Congress is to send 1 bill to the President. The House will vote on the Senate that has ALREADY BEEN PASSED IN THE SENATE with 60 votes.  That bill will then be sent to the President to sign.  At that point, we will have a healthcare bill.  Next, they will try to improve the bill (which at this time will be law) using Reconciliation. They are limited to what they can change, which we already know. But the bill would have been already been law!  

Reconciliation is being used to amend the healthcare bill. RECONCILIATION IS NOT BEING USED TO PASS THE BILL IN THE SENATE!!!!  IT HAS ALREADY PASSED THE SENATE WITH 60 VOTES!!!
