Are you speaking of Quadrature Amplitude Modulation? If so it is being used in many systems I have been involved with. Most MSO's are using 64QAM or 256QAM to transmit digital services. HSD, Telephony, and digital video services are all being transmitted over a QAM modulation schemes. Mainly on the downstream only though. Not real robust when it comes to getting through the noisy environment of the upstream frequency range. Hope this helps!
