Yeah, they lean the old poleline over to the side, then build the new line. They gave me $2,000, for snow conditions on top of the transfer rate. There was 5 miles of transfers. Took them power boys on average about a week and a half to build a mile, lean over the old line set new poles, pull in new line, tie in, and wreckout old. The temp was -17 degrees for the first couple of weeks or around there. Just plain cold.
