I agree. change was needed years ago. I had a aunt 10 years ago that went to the emergency room because of chest pains. She had no insurance, and after checking her out sent her home. She died of a heart attack two day's later. She was 46. The hospital sent my mother a bill for 1,800 dollars. Being mad at the hospital and having limited funds my mother refused to pay. After filing taxes for that year the state kept her return. Do we need change? That is a easy question almost laughable.
