Yes.  But to be fair I think, "I think" the loophole happened under Bush's watch.  In 09 they were up to 2 million subs.  Looks as though under Obama its getting abused(whether its his fault or not it should benefit the republicans during the elections).  Things like this get started for the right reasons but end up getting the best of the taxpayers.  Someone did not do their due dilligance when sponsoring this plan.  They all think its hilarious in da hood.  One of the guys I work with was talking to some crackheads the other day and one had the phone.  The other was waiting on the mailman to deliver it.  Dude called me up to let me know his disbelief.  200 minutes is pretty much useless for most but these guys working the angles attempting to get multiple phones.  Looks like uncle sam is in the cellular service.  If we are lucky they will take over comcast and we can all sit around and get paid.
