These are court documents, where Palin's attorney is stating that no portion of Levi's child support payments need to go towards healthcare, because the baby is already covered by public insurance. If it is propaganda, it's being produced by the Palin camp. Daughter Palin is essentially opting for a free public healthcare plan over a private plan. The exact opposite of what Mother Palin speaks about.
