Lets say amp input is 18dB and you have to inject thru a 20dB testpoint your inject level would be 38dB.

If the headend sets the return receiver up for x db (based on the 38db that you are injecting) to get 0dB into ubr then your inject level should come pretty close to modem TX level @ that testpoint.

However the node transmitters should be optimized for total power into laser (Power Per Hertz), so you should never run your modems at the inject levels, they would run lower based on total transmitter loading. The best bet would be to ask the headend group, what your TX level should be.
