There should be a local chapter nearby that you can join.  Most are free to join.  The help and information you seek can be found there.  The study books you need can be found on the SCTE website.  You can also join them for an annual fee.  When it comes to actually taking the test, it has to be administered by a Proctor.  The local SCTE chapter usually has 3 or 4 people certified to admin the test for you.
