First of all, what type SA le's are you asking about?
If you are talking about the SAII or SAIII le's, the AGC unit, in the off position, is thermal. If you are asking the difference between the AGC module and the thermal equalizer, you need to know there is an insertion loss differential between the two and it should be compensated for in the interstage.
EXAMPLE: Using a AGC unit, you should have a Zero dB pad in the interstage.
Using a Thermal Equalizer, you should have a 4dB pad in the interstage.
Using a standard interstage EQ, you should have a 7dB pad in the interstage.
The key is to keep the interstage loss at 9dB. If not, you will have different gains per amplifier station.
