I could be wrong but it was my understanding that one or both bills h.r. & s; included wording that would deny any litigation. Insurance is a vicious circle/scam for many. When the government gets involved and forces it upon everyone, it is dirty hands,money, individuals involved in the legislation. ie lobbyists,legislators more often than not are already sleeping together. imo it should be left to the states to legislate thereby giving locals more dogs in the fight.
