Your insurance would not go up under either plan.  The math is that its cheaper to provide additional people insurance, than it is to pay for their ER visits.  The cost of an ER visit is MUCH greater than a regular doctor's visit, and when the uninsured don't pay, the people with insurance subsidize their unpaid bill.
