What so difficult about doing them both at the same time. Lets face it. The only thing the federal government can do for jobs is pass legislation and wait for the markets to use the legislation to spark the economy. There is no need to think the federal government needs to be stuck on one issue. The feds pass the laws. Then, the states and private sector do all the work.
