The way politician hold there hands.

What the hell is this.  Just about every one that I see on TV when they are making a speech holds their hand the same way.  YOu know what I am talking about.  They are kinda pointing their thumbs with the index finger pushed out some.  I know this is a strange question.  Is it speech etiquette?
