As a contractor you either accept the work or you don't. The rate you accept should compensate for down time. Sometimes it is built into contracts as demurrage (waiting) or transport (driving to the next one.) Whatever is in your contract controls what is paid for and how much.
As an employee your time starts at an agreed upon point where you wait for work or actually begin to follow orders. Later you stop working and make a note of the time. The employer pays for the time in between at an agreed upon rate.
