IMO, no one does it as well as the GOP. It's actually an art form they have prefected. Think about it for a second. They have successfully painted themselves as the party of fiscal responsibility, while the deficits have always soared under GOP presidents. Dems have a MUCH better record of being fiicaly responsible, but yet the GOP has been able to paint them as a tax & spend party. I tell you, the GOP is second to none when it comes to BS-ing.
