my gues is that a new system and process would have to be put into place to proof a home.  you couldn't do them as a node proof for every home. that would be ridiculous paperwork on file...  my guess is (and i do not know enough about the Fios system design)  the proofs would be done such as instead of a node the sectors would be broke up into something similar but using a hub such as an OTN of sorts in place of a node.   As I said just my guess because I am not up to speed on the Fios design theories as of this moment, however now I will dig into it and see what info I can come  up with to satisfy my own curiousity...
