Then Cox has a shit-load of 5-1gig splitters and other passives to replace nationwide.

You might be testing in a node, but the cost of replacing EVERY....SINGLE....SPLITTER....IN ......EVERY.....CITY....is too much of a cost for them to spend.  I just left Cox as an inhouse employee.  They are not going to spend that kind of money for a 3gig national roll out.  Hell ...They're not even done with the 1gig upgrade.
