As an independant contractor I feel you should have the right to offer this service. Legally the homeowner is responsible for locating all private lines. Since you have reasonable knowledge as to the route I feel a $20 fee would be appropriate. However where the MSO has a problem is that while there you are their representative whether you like it or not. That being said, you need to renegotiate your contract to clearly state what the MSO will and will not allow and what you feel is reasonable. Like the other posts stated: It's your business treat it as such.
