For best price to function I would have to go with Trilithic. Depending on if you are doing just video or double or triple plays would determine your needs. JDSU(Wavetek) is also an industry standard, but their cost and customer service rules them out in my opinion. If you need further info let me know, and I'll try to steer you in the right direction.
