They are a branch company of KLM. Both companies are owned by a committee/board. What's different about them is that they are financially backed by a corporation and ran that way. Because DTV uses only a limited number of companies (currently 2) to take up lacking areas, they are trying to work their way up the food chain. No experience with the new system though. Seems like it should work ok. SCI only works in O&O markets, where as KLM is in JP&D markets.
