Well this the info I've recieved through the grapevine and these grapes are on the project.
The day before they started the rules were changed. It was supposed to run like a regular upgrade, pick a run and go, unlike the first phase last year where you had to leap frog down the casade because the end of line customer ( even if it's 4 LE's deep ) could only be off for 30 min.
So you had to throw everybody on that run and could not start another run until that run was called up. Then huddle up anound a truck full of parts grab your next two taps to build and go find the run.  Well thats the way it's being run again. The good splicers end up standing waiting for the slower ones to finish and if it does not come up you can't start a new one till it does. The nodes they have been in have been 70-80% easement and lots of fences, and they been told easement nodes are going to be done first. MDU's go to a local prime so the inside work they don't get. Will pass on more info as it comes in.
