Not enough info here to give USC chapters, but from what was said here, the person who did the work was hired by a contractor in another state. That is interstate commerce and as per the Constitution, that is the jurisdiction of the feds.
And I also said, the federal court system is alot more complicated than the state system making it unpractical. And the FBI is not goint to intervene for smaller sums in a contract dispute
