There actually is an employer mandate tax in the bill. But more importantly, the individual states can take it a step further if they choose to do so. We must all remember, this bill sets the minimum guidelines. We can all elect individuals at our state level to improve on the language in the bill.
 
Some people think Hawaii's model, which rely's heavily on employer mandate rules, may be the way most states go. The rationale is that in order for the states to meet fedral guidelines, employer mandates may be the best way to go.
