Especially right now,

They need backhoes to dig out their dead. Then they need food and water.
When the current emergency is over they need to enforce density laws and engineer homes to the known building conditions.
As the rest of the world moves beyond copper wire systems it would be a real cost savings to places like Haiti to skip the whole cable / telco thing and become paperless and wireless society.
