Looks to me like that was done by construction and not an installer as per all the splitters and fittings match. And I've seen many an mdu box where there was no tap, but rather an 8 way splitter branching off into a spaghetti monster like that. (Temporary line extension) that remains temporary for years..... Welcome to the jungle, you're gonna die.
