Sure they can, they are human.
But in all seriousness, what a fucking tragedy for the people on that island. No human, good or bad, could possibly feel anything less than sadness about it. Because, we are all human.
I also agree that a country should do all that it can to help, and of course, the United States is first on the list. It is in times like this that I couldn't be more proud of my country. The most I can do is pray that the recovery will be quick, and that the deaths aren't prolonged suffering.
