I’ve had good luck with Tandberg and Ktech VSB receivers and they are simple to use.

I have no experience with Blonder Tongue, but maybe it’s just a simple firmware update. If that doesn’t do it, you may want to look at the VSB signal with an analyzer and check for BER. Even if the SNR says good you may have bad BER.
The last thing I can think of off hand is the total power hitting the receiver. Remember the receiver is seeing everything off the antenna (unless filtered) and if you happen to be pre amplifying it before the input it may be even worse which could result in intermittent drop outs..
