The government still hasn't started using the information it has. They said this policy actually started in 2002 with a list of nations. I think they are just trying to handle it different or more productive. You know as well as I do if people want something done they will try and try again until they find a weak spot.
As far as the profiling goes, when they started this program the terrorist started using people from different nationalities. I know its got to be done, I just dont know how much it benefits if any.
