Yeah some states do give out needles to stop the spread of Aids and in NYC they give out millions in Meth which is supposed to help get these people off drugs but the big problem is some of these people have been on these Meth programs for 20 and 30 Years, So now they are a dependent meth head all compliments of the NYS and the Federal Government. It would ne surprise me is they had a heroin Addict om a cooking show on a cable channel show the proper way to cook the poison
