I think you are correct, and agree that all billable work isn't done soley in the field. The problem is no one actually charges for admin work. Instead they just pull it from money that should, IMO, be going to the field team.  Since the admin folks touch the money first, it's easy for them to do this. If ever the time comes where the admin commision and the install commision are some how seperated, or re-routed where admin funds go to the office folks and the install commision goes straight to the techs, the truth on this would be easy to see.
